Background

Educational and non-commercial FM stations immediately adjacent to television Ch 6 are being assigned now that the issues have been resolved between educational FM and TV broadcast interests. The rules that the Federal Communications Commission (FCC) adopted are intended to encourage the growth of the educational FM service with a minimum of inconvenience to Ch 6 TV viewers, Three important aspects of the FCC's action affect television receiver and VCR manufacturers.

The Commission clearly stated that (the Consumer Electronics Group of) EIA was expected to develop a voluntary Television performance standard and that receiver Performance will be improved. Failure to do so will be an Invitation for mandatory FCC regulations. Portions of the Two FCC Orders that state this position are appended.

The Television Receiver Committee did not consider an Immunity standard practical that stated the objective in Statistical terms (e.g., 90 percent of production exceeding The performance of the FCC median receiver) because time Consuming and expensive measurement program, comparable to That undertaken for UHF television noise figures, would be required. A manufacturer would need to validate any proposed design change in engineering and production runs before a commitment to adhere to such a standard could be made.

It is not appropriate in an EIA standard to discuss how a Manufacturer might design a receiver to secure the objective. Appended is a paper that discusses the design factors involved. A survey conducted by the EIA Consumer Electronics Group indicates that an improvement of around 6dB in median receiver performance would be obtained if the Design objective in this standard were met.

This interim standard is organized in a form similar to Other EIA interim standards for interference immunity of Consumer electronic entertainment products.
