This Standard applies to Customer Equipment (CE) that—

(a) is designed or intended for connection to a Telecommunications Network via a metallic local loop interface; and

(b) has a broadband capability.

CE is not excluded from the scope of this Standard by reason only that it is capable of performing functions additional to those listed in this Standard.
