Preface: The Facility Project Implementation Handbook (FPIH) provides a ready reference to pertinent policy and guidance for management of facility planning, budgeting, design, construction, environmental compliance, and activation.
Reference is made throughout the text to the Facility Project Manager (FPM). This is the individual who has the most direct responsibility to organize, manage, and direct the multitude of activities and complete the assigned facility project work on schedule with the approved fhds. In this Handbook, the title is used to emphasize the key nature of the position. It is recognized that this position may involve several different people throughout the life of a facility project and that the titles used may vary at the Field Installations.
This Handbook covers the aspects of a facility project of interest to a FPM from the initial statement of the facility requirement to the final facility activation. Also included are references to other related sources when circumstances might require additional andíor specializedguidance. In the event of any conflict between this Handbook and the Federal Acquisition Regulations (FAR), the FAR regulations will govern. The provisions of the Handbook are applicable to all NASA Field Installations, Component Installations, and off-site facility locations.
