Purpose
The purpose of this NASA Procedural Requirements (NPR) is to provide the minimum requirements for the planning and acquisition of NASA facility projects.1
Applicability
This NPR applies to NASA Headquarters, Centers, Component Facilities, and Jet Propulsion Laboratory (JPL) only to the extent specified or referenced in their contract.2 NASA's program and project policy is found in the NPR 7120 series. The Facility Project Manager (FPM) must comply with these policies; however, the project requirements within this NPR apply to all facility projects on NASA-owned or -controlled real property.
A requirement in this NPR is identified by "shall," a good practice by "should," permission by "may" or "can," expected outcome or action by "will," and descriptive material by "is" or "are" (or other verb form of "to be").
1 "Project" in this document refers to facility work (repair, modification, renovation, or new construction on NASA real property) with an estimated cost greater than or equal to $100,000 (excluding maintenance work).
2 For the rest of this document, the term "Centers" refers to NASA Centers, Component Facilities, and JPL to the extent specified in their contract.
