PURPOSE
Consistent with responsible environmental stewardship as defined in NASA's Strategic Plan, NASA's Environmental Excellence For The Twenty-First Century, NASA's Environmental Management Policy Directive (NPD) 8800.16, and consistent with the requirements of the Federal Acquisition Regulation (FAR) Part 23 and Executive Order (EO) 13101, "Greening the Government Through Waste Prevention, Recycling, and Federal Acquisition," this directive established standard procedures for procuring environmentally preferable goods and services to the maximum extent practicable. To achieve this goal, NASA will accomplish the following:
Establish an affirmative procurement program;
Purchase environmentally preferable products and services to the maximum extent practicable, consistent with EO 13101," Greening the Government Through Waste Prevention, Recycling, and Federal Acquisition;" the Environmental Protection Agency's (EPA) Comprehensive Procurement Guideline (CPG); EPA's Recovered Materials Advisory Notices (RMAN); Office of Federal Procurement Policy (OFPP) Letter 92-4, "Procurement of Environmentally Sound and Energy-Efficient Products and Services;" EO 12902, "Energy Efficiency and Water Conservation at Federal Facilities;" and NASA's Environmental Management Division and Printing Officer Memorandum "Maximizing Purchases of Recycled Content Paper and Waste Prevention," July 2, 1996;
Publicize and promote NASA's use of environmentally preferable goods and services through convenient and cost-effective methods such as the World Wide Web (WWW) and other types of electronic distribution;
Review and revise as necessary NASA specifications and standards as applicable to eliminate barriers to the preference for recovered materials;
Submit Annual Affirmative Procurement Progress Reports to the Federal Environmental Executive, pursuant to section 601(e) of EO 13101.
APPLICABILITY
Section 6002(a) of the Solid Waste Disposal Act (SWDA), as revised by the Resource Conservation and Recovery Act (RCRA), and EPA's CPG, as required by EO 13101, apply to all procuring agencies. This guidance shall apply to NASA Headquarters, NASA Centers, and NASA Component Facilities.
Affirmative procurement requirements apply for all EPA-designated items set out in 40 Code of Federal Regulations (CFR) Part 247. Until further notice, the guideline items, designated by the EPA, shall be the only items covered by this NASA guidance. At this time, NASA does not elect to designate any additional items, although individual Centers and Component Facilities are encourage to do so as appropriate, in support of their pollution-preventation and conservation programs.
