PURPOSE

The purpose of this NPG is to outline the procurement policy associated with the establishment of Science and Research Institutes in which the management of the institutes is to be competitively selected from organizational entities outside of NASA.

APPLICABILITY

This NPG is applicable to NASA Headquarters and NASA Centers, including Component Facilities.
