PURPOSE
This NPG provides internal guidance for Agencywide advocacy roles:
a. The NASA Ombudsman.
b. Competition and Commercial Item Advocacy.
c. Value Engineering (VE).
APPLICABILITY
This NPG is applicable to NASA Headquarters, NASA Centers (including Component Facilities), and the Jet Propulsion Laboratory to the extent specified in the contract.
