PURPOSE
NASA is committed to providing assistance to its employees who become surplus or displaced, within regulatory definitions, to transition to other jobs or careers, either within or outside of the Government. This NPG provides Agency direction, which should be used in conjunction with the referenced statutory and regulatory requirements to establish an Agency career transition program, and serves as the Agency CTAP plan. Center Personnel Offices should be consulted for further information and guidance. As a minimum, NASA Centers will provide the following:
a. Selection priority for surplus and displaced NASA employees, in accordance with subject regulations.
b. Retraining of surplus and displaced employees, when required skills have been identified, for placement in continuing positions within the Agency or elsewhere in the Federal Government.
c. Career transition assistance, to include such services as counseling, resume preparation, interview skills, and information on job vacancies.
APPLICABILITY
This NPG applies to NASA Headquarters and NASA Centers, including Component Facilities and the Office of the Inspector General. Unless otherwise indicated, use of the word Center(s) in the text of the NPG includes NASA Headquarters and any reference to Center Director(s) includes the Associate Administrator for Headquarters Operations. Selection priority will be given to permanent employees in the competitive service, not including members of the Senior Executive Service. Services, including career transition assistance, may be made available to all Agency employees serving under competitive or excepted service appointments, and others, as judged appropriate.
