PURPOSE
NASA strives to foster a culture that is responsive to the needs of its workforce and an environment which is free of unlawful discrimination and encourages the highest employee productivity toward the accomplishment of the Agency's mission. This NPG establishes the responsibilities, procedures, and guidelines for determining hours of duty, the administration of absence and leave, and a voluntary leave transfer program in accordance with applicable law and regulations. It provides Agency direction, which should be used in conjunction with the referenced statutory and regulatory requirements. Center Personnel Offices should be consulted for further information and guidance.
APPLICABILITY
This NPG is applicable to NASA Headquarters and NASA Centers, including Component Facilities. Hours of duty provisions of this NPG do not apply to members of the Senior Executive Service. Unless otherwise indicated, use of the word Center(s) in the text of the NPG includes NASA Headquarters, and any reference to Center Director(s) includes the Associate Administrator for Headquarters Operations.
