PURPOSE
NASA must plan for, acquire, develop, and retain adequate human resources to achieve its mission. This NPG provides Agency direction, which should be used in conjunction with the referenced statutory and regulatory requirement. Center Personnel Offices should be consulted for further information and guidance. In accordance with applicable law and regulations, this NPG establishes the responsibilities, procedures, and guidelines for the appointment and employment and detailing of the following:
a. Individuals in positions as, but not limited to, permanent, career, career-conditional, indefinite, and temporary employees.
b. Experts and consultants.
c. Individuals on temporary assignments between Federal agencies and State, local, and Indian tribal governments, institutions of higher education, and other eligible organizations.
d. Foreign Nationals.
e. Civilian employees from other Federal agencies and departments to NASA and from NASA to other Federal agencies and departments.
APPLICABILITY
This NPG is applicable to NASA Headquarters and NASA Centers, including Component Facilities. Unless otherwise indicated, use of the word Center(s) in text of the NPG includes NASA Headquarters and any reference to Center Director(s) includes the Associate Administrator for Headquarters Operations.
