PURPOSE. The NASA Employee Performance Communication System (EPCS) establishes the broad framework of policies and parameters under which these procedures and guidelines will operate. This NPG describes the specific procedures, methods, and requirements that should be used in conjunction with the referenced statutory and regulatory requirements for planning, monitoring, and assessing employee performance. Center Personnel Offices should be consulted for further information and guidance.
The primary purpose of the EPCS is to improve individual and organizational performance by enhancing communication between the supervisor and the employee. The system is designed to support the NASA mission, goals, and Strategic Plan.
This NPG is applicable to NASA Headquarters and NASA Centers, including Component Facilities and the Office of the Inspector General.
