This standard is primarily a dimensional standard for the manufacture of freestanding steel drums and pails having capacities ranging from 5 through 55 gallons. The dimensions for only the sizes and types most commonly used in the United States are included in the standard as well as certain key construction elements necessary to meet regulatory requirements.

Throughout this standard, the word shall is used to denote a mandatory requirement. The word should is used to denote a recommendation.

The committee responsible for preparing this standard is comprised of representatives of container manufacturers, shippers, carriers, and regulatory groups.
